THE INVASION OF SOUTH CHINA
A Message to the Chinese People resident Overseas
Chungking.

The Department of Overseas Affairs, of the Chinese Government today sent to Chinese living abroad a message containing seven points concerning the Japanese Inva- sion of South China.

This invasion indicates the strengthening of the prolonged
resistance.
Canton being extremely important from the point of view of international commerce, the invasion of South China may easily lead to international complications with those Powers having interests in the Pacific and Indian Oceans.
Chinese living abroad are almost certainly concerned with encouraging the Chinese Revolution in the birth of which most of these exiled Chinese have taken a great part.
The prolonged resistance must be sustained from the economic point of view, and it is hoped that overseas Chinese will continue to contribute to the resistance financially, materially and by the sending of technical workers.
The countries bordering the Indian and Pacific Oceans must be informed that the Japanese invasion of South China is only the first step in the programme of Japanese expansion towards the South, and public opinion must be aroused in order to stop such an aggression.
Chinese living abroad must intensify the economic boycott of Japan, particularly with regard to the adoption by the League of Nations measures foreseen in Article 16 of the Covenant which renders the boycott legal.
The foreign policy of China is that all countries sympa- thetic to the Chinese cause are friends of China, and in consequence exiled Chinese must do everything possible to develop more friendly relations with the rulers of the South Seas - England, the Netherlands, America, France, the Phillipines and Siam.
